In 1992, the Hispanic Association of Colleges and Universities (HACU) led an effort to convince Congress to recognize campuses with high Hispanic enrollment as federally designated Hispanic-Serving Institutions (HSIs).
The goal was to begin targeting federal appropriations to those campuses. Congress formally recognized HSIs in 1992, and in 1995, they received their first federal appropriations.
Today, California is home to 170 HSIs, which is almost 30% of all HSIs in the United States, and 47 emerging HSIs.
National HSIs Week 2023 was celebrated from September 11-17, with Hispanic Heritage Month observed from September 15 to October 15.
On September 15, 2023, HACU applauded Representative Eloise Gómez Reyes of the 50th Assembly District of California for leading the passage of a resolution recognizing the work of HACU and HSIs in the state to advance the higher education success of Hispanic students and their communities.
The resolution noted that “HSIs serve more than 92% of the State’s Hispanic student population and contribute more than 82% of the total student population, epitomizing their role as cornerstones of education and society”.
It also stated that “For 37 years, the Hispanic Association of Colleges and Universities has pioneered the advancement of Hispanic higher education in the Golden State, promoting and advocating a vision of academic excellence and the belief in the transformative power of education.”
Founded in 1986, HACU represents over 500 colleges and universities in the United States, Latin America, Spain, and school districts throughout the U.S.
HACU is the only national association representing existing and emerging Hispanic-Serving Institutions (HSIs).
The association’s headquarters are in San Antonio, Texas, with regional offices in Washington, D.C., and Sacramento, California.
